Following up on the Feb. 15 announcement regarding Steve Agostini’s departure, organizational changes are being implemented in Finance and Budget, effective immediately.
Moving forward, Budget and Data Analysis will be separated from Finance and Budget as a new unit, reporting directly to the vice chancellor for Finance and Operations through a new senior position. Reorganizing Budget, Data Analysis and Financial Policy under one senior position will provide both the staff and resources to continue to improve linkage between budget resources and performance, bolster capacity to improve budget analysis and forecasting, and strengthen campus fiscal governance. This new unit will include the functions of enterprise-wide policy and data analysis; the University’s financial data analytics and reporting; and the University’s Budget, Planning, and Analysis (BP&A) department. Lindsay Farling has agreed to serve in an interim leadership role for this new unit.
Farling started in her role as executive director of Financial Policy and Data Analysis at Carolina in November 2022. While she has been here, she has been instrumental in the adoption of the allocation model, an enrollment-based approach for revenue sharing of new tuition and appropriation. Previously, she was the vice president for Financial Planning and Analysis at the UNC System Office. In that role she worked with all 17 constituent institutions in areas including tuition and fees, operating budget development, enrollment funding, and financial analysis.
Carly Perin has agreed to serve in the interim leadership role for Finance. Perin served nearly a year in the role of interim associate vice chancellor for Facilities Services, and will share her financial leadership, project management skills and strategic focus to support Finance during this transition. Perin is the executive director of business strategy and shared services, providing oversight of the Finance and Operations Service Center of Excellence (SCE) and key project management and strategic business support to the Vice Chancellor’s office.
“As we say farewell and best wishes to Steve during his last week at Carolina, I want to share my appreciation to Lindsay and Carly for serving in these interim roles during this transition,” said Vice Chancellor for Finance and Operations Nate Knuffman in a March 28 announcement to staff. “I will continue to keep everyone apprised of updates on the search process.”
